Phnom Penh: In a high-profile case that has captured public attention, former tycoon Srey Sina has been sentenced to 31 years in prison and ordered to pay over $2.5 million in damages following his conviction on multiple charges, including murder and the unauthorized use of weapons. The verdict was announced by the Trial Council of the Phnom Penh Municipal Court on December 23, 2024.

The charges stem from a tragic incident that occurred on June 17, 2024, in Bori Peng Huot, Boeung Snoue, Boeung Chhouk Village, Niroth Sangkat, Chbar Ampov District, where two fiancées lost their lives. The court addressed three criminal cases against Srey Sina, aged 51, during the proceedings.

1.Murder and Unauthorized Use of Weapons: In Criminal Judgment No. 1352, Srey Sina was sentenced to 15 years in prison and fined 2 million riels. He was also ordered to pay $1 million in compensation for emotional distress to Maing Bona, the father of Khin Kanchana, a deceased victim, and another $1 million to Chea Anjaly, the mother of Long Lisong, another victim.

2. Attempted Murder and Unauthorized Use of Weapons: In Criminal Judgment No. 1353, Srey Sina received an additional 15-year prison term and a fine of 2 million riels for attempted murder. He was ordered to compensate $30,000 to injured plaintiff Sokhom Charan and $20,000 to another injured party, Hong Ritharak.

3. Trespassing on a Residence: In Criminal Judgment No. 5230, Srey Sina was sentenced to one year in prison and fined 2 million riels for trespassing. He must pay $50,000 to Chea Anjaly, the mother of the homeowner, for emotional distress.

During a press conference on the “Murder Case Committed by the Criminal Srey Sina” at the Ministry of Justice on June 26, 2024, Deputy Prime Minister and Minister of Justice, Mr. Koeut Rith, announced his intention to request the National Commission for Reviewing and Assessing the List of Convicts for Pardon and Commendation to include Srey Sina on the list of serious criminals who cannot receive a pardon or commutation of sentence.

Mr. Koeut Rith further stated that he would resign immediately if Srey Sina was sentenced to only 2 or 3 years. He emphasized the necessity for a severe prison sentence that reflects the heinous nature of the crimes committed, in alignment with the principles of justice.

The Phnom Penh Municipal Court spokesperson clarified that the sentences handed down in these three cases represent the maximum penalties allowable under Cambodian law.
